Council President

Richard J. Vicario, President of Bellefontaine City Council, was born and raised in Bellefontaine.  He and his wife, Jeanee, have been married for 59 years.  They have 2 daughters, 4 grandchildren and 2 great-grandchildren.  He graduated from Bellefontaine High School in 1947 and was president of his senior class. Richard is a life-time member of St. Patrick Catholic Church.

 He served 1964-1968 as Councilman-at-Large, 1972-1976 as President of City Council and again in 1982.  He served as Mayor of the city from 1983-1996.  At one time he owned Vicario’s Shoe Center, Vicario’s Pizza and was part-owner of the Holland Theatre.  He currently owns Vicario Communications.

 Always civic-minded, he has been Chairman of the Downtown Betterment Association, chairman and president of the United Way, Director of the Chamber of Commerce, on the committees for Dodd Stadium, Municipal Swimming Pool, Stolly Weight Room and the new Municipal Airport.  He also coached Little League Baseball.  He is a member of the Bellefontaine Elk’s Lodge, Knights of Columbus and Logan County Historical Society.

 His many honors include:

            1984 - Knights of Columbus Outstanding Community Leader Award

            1994 - Amvets Community Service Award

            1995 - Honorary Bachelor of Science Degree, Urbana University

            1996 - Elk’s Club Distinguished Citizen of the Year Award

            1996 - Kiwanis Club Citizen of the Year Award

            2002 - Road from St. Rt. 47 to new Bellefontaine Municipal Airport designated Vicario                                    Drive.
